A big thank you to Texas Roadhouse here in Stillwater for providing 400 hot dogs and 350 hamburgers for the Sheriff's Office. The Payne County Free Fair starts this week, and that means all hands on deck at the Sheriff's Office. During the fair, Sheriff Harper makes sure his people get a good meal while working in the long warm days at the fair. Texas Roadhouse made it a lot easier this year. Thank you!

TRAFFIC ALERT: Please avoid the area of highway 33 west of 108 highway. Emergency management along with local law enforcement agencies are assisting OHP with the recovery of a vehicle in the river near the bridge.

Payne County Sheriff's Office employees donated $820.00 and Daylight Donuts matched that for $1640.00 in total to Stillwater local, Terri "T" Collier. T will be riding in the Hoka Hey Motorcycle Challenge starting August 4 from Florida to Alaska. She has set a goal to raise $75,000 for Kickin' Childhood Hunger. “Counterterrorism 2024: The Evolving Threat Landscape.” The first portion of the presentation covers current international terrorism threats commonly seen in the U.S. with a focus on threats in Oklahoma. The discussion includes information on relevant foreign terrorist organizations and the tactics they use to gain influence and carry out attacks in the U.S. The second portion of the presentation focuses the mission of the FBI JTTF as it pertains to domestic terrorism, and an overview of the current threat landscape. The discussion goes into some detail about the different types of ideologies behind different domestic extremist groups. Both portions of the presentation are followed by recent Oklahoma case studies. Presented by the FBI

Stillwater Police Department Makes Arrest and Recovers Human Remains in Connection to Missing Juvenile Case

(STILLWATER, OK) – On Wednesday, April 17, 2024, at approximately 4 p.m., Stillwater Police Department (SPD) made an arrest for the murder of juvenile, Teedeenae “Jackson” Yearby. Jackson was first reported missing to SPD in February 2023. The suspect was identified as Quinlan Phipps, 19 of Stillwater. Phipps is currently in the Payne County Jail on a First Degree Murder charge.

On Tuesday, April 23, 2024, a joint operation involving officers and detectives from SPD, Oklahoma State Bureau of Investigation, Bureau of Indian Affairs, and Payne County Sheriff’s Office resulted in the recovery of human remains. These remains are believed to be related to the case of Jackson Yearby.

The recovered remains have been transported to the Oklahoma Medical Examiner’s Office in Oklahoma City for positive identification and cause of death determination. The investigation into this tragic event remains ongoing, and the SPD, along with partnering agencies, are committed to pursuing justice for Jackson Yearby and his loved ones.

The Payne County Sheriff's Office is mourning the loss of retired Deputy, George Disel. George began his career in law enforcement with OSU Campus Safety in 1972, after 13 years of service with OSU he began working at PCSO until his retirement in 2020. George will be remembered as a stalwart member of the Payne County family and meticulous investigator.

Our thoughts and prayers are with the Disel family, and
please post your memories of George so we may share them with his family.

Celebration of Life will be held on Friday, April 19, 2024, at 2:00pm at Calvary Assembly of God Church in Stillwater.

Payne County Sheriff, Joe Harper is pleased to introduce the Payne County Sheriff’s Office’s (PCSO)
newest law enforcement canine, K-9 Arwen.

K-9 Arwen is a female “red fox” labrador retriever certified in electronic storage detection (ESD).
ESD K-9s are dogs specially trained to detect the presence of electronic media storage or other digital
evidence, such as hard drives, USB drives, memory cards, and cell phones.

These specialized K-9s are being deployed throughout the country and are being utilized to combat
s*x trafficking and child s*xual exploitation. Additionally, ESD K-9s are deployed to provide comfort
to child victims and help in reducing trauma. Before training in ESD, K-9 Arwen served as a therapy
dog at Hope Center Indy, providing comfort to its residents and staff.

K-9 Arwen is assigned to the Oklahoma Internet Crimes Against Children (ICAC) Task Force. K-9
Arwen is an incredible asset to the Oklahoma ICAC Task Force, ensuring that digital devices are
successfully recovered while executing search warrants and being a force multiplier in protecting the
children of Payne County and beyond!

K-9 Arwen was generously donated to PCSO by Operation Underground Railroad (O.U.R.), a nonprofit
organization that works to protect children from s*x trafficking and s*xual exploitation
