⚠️FRIENDLY REMINDER: 3 Week Single Lane Closure with Temporary K-Rail Placement on Walnut Ave/ Railroad Ave Off Ramp Overcrossing on State Route 37 For Emergency Repair Work Between August 26 to September 13, 2024. ⚠️

SOLANO COUNTY- Caltrans will have a single lane closure and place temporary K-Rail barrier on Walnut Ave/ Railroad Ave Off Ramp overcrossing on Westbound State Route 37 between August 26, 2024, to September 13, 2024. One of two Lanes will remain closed using temporary K-rail on the Southbound direction of the Walnut Ave/Railroad Ave overcrossing while the work is completed. State Route 37 will be unaffected by this work.

This work is for an emergency repair of a damaged bridge barrier and safety rail on the overcrossing. For the Safety of the crews and motorist, temporary K-Rail will need to be placed to provide ample space for the workers.

Work is weather and schedule permitting.
Thank you for your patience as we work to maintain our state’s highways, bridges, and tunnels.

Starting today, Vallejo small businesses can now apply for the City of Vallejo Hardening Grant, offering up to $3,000 for security enhancements like cameras, locks, and window upgrades. Funded by the American Rescue Plan Act (ARPA), this grant is designed to support businesses impacted by the COVID-19 pandemic.

Eligible businesses must apply between September 3 and September 24, 2024. Grant recipients will be announced mid-October, 2024.

The Metropolitan Transportation Commission (MTC) requires all cities to analyze their street pavement conditions every three years. MTC provides 80% of the funding for this activity. The City needs an updated analysis by 2025 and is starting that work now.

The City was assigned NCE as our consultant team to perform this work. Their initial effort is to walk every street in the city, examine and evaluate the pavement condition and assign Pavement Condition Index (PCI) values. PCI is a numerical rating 0-100 that indicates the overall condition of a road’s pavement based on this visual survey of the number and types of distresses in the pavement, such as spalling, rutting, scaling, and cracking. This street inspection is conducted by trained technicians who’s work is quality controlled.

Following NCE’s inspection, the information will be loaded into the City’s StreetSaver Database which is hosted at MTC for all Bay Area jurisdictions. StreetSaver Software is then used to analyze the data and provides projections of when streets should receive treatments to improve pavement conditions. The City will be using this information in the coming years to plan out our annual pavement improvement projects funded with both Gas Tax revenue and Measure P funding.

NCE’s street inspections will start the week of September 9th and will continue for about 10 weeks. You may see small teams of NCE staff in yellow vests on your street and they are simply inspecting the pavement to help the city improve the condition of streets across Vallejo in the future.

Andrew's Announcements - A Message From the Vallejo City Manager

Hello Vallejo,

I hope that you are having a good week and have some fun and safe plans for Labor Day weekend. A heads up, you’ll see the flyer in this edition of the Weekly about a DUI checkpoint that will take place this weekend. Drive responsibly and safely and avoid fines and penalties!

I’d like to thank community members for inviting me to attend two great events last weekend. On Saturday morning, I was fortunate to attend a pastors’ panel discussion of the various things that religious organizations are doing to help the community. I also received valuable input on what the City should focus on to move the community forward. On Saturday evening, I attended the Vallejo Sister City Association’s International Dinner and Auction. I enjoyed meeting many residents at both events and having lively conversations about the community with all of you.

This Saturday, please come visit our City table at the Farmers’ Market between 9 am and 2 pm. City staff will provide the latest information on City projects and answer questions you may have about different issues.

I want to share some good news about our efforts to fill vacant City positions. The City’s Code Enforcement team has a total of seven code enforcement Officer positions budgeted, plus a division manager and appropriate support staff. Of those seven Officer positions, four are currently filled. We are hiring an additional officer that is expected to start mid-September and will open a recruitment next week to fill the remaining vacant positions, which we expect will be done by the end of this year. We are also making good progress filling other positions in the Planning and Development Services Department, which, in addition to helping businesses and residents with code enforcement, also provides planning and building permits. Filling the vacancies will improve bandwidth and timelines for these services. I’ll be sure to continue to update you on new recruitment efforts, and please check this Weekly for our new and exciting job postings.

As part of the City of Vallejo’s Prop 64 grant program, the City helps to fund the salaries of youth who take part in targeted clean-ups around the community. This work, along with connections to mentorship and other support services, is carried out by Healthy Vallejo Community Support Services, under the direction of Apostle Anthony Summers and his team.

Healthy Vallejo’s goal is to employ at-risk youth to help beautify, remove trash, provide w**d abatement, and simply clean up various portions of the city. The youth are hired on as interns and supervisors depending on their time and experience with the program. Many come from challenging backgrounds, but through Healthy Vallejo, they are taught life, educational, and vocational skillsets. The group of interns has been instrumental in helping to reduce illegal dumping, improve public safety, reduce code enforcement violations, remove blight, and aide in clean-ups around the outskirts of encampments.

Through the Prop 64 grant, sites are identified through a partnership with the City Manager’s Office, Public Works Department, Code Enforcement Department, Recology, and non-profit partners. Over the past few months, the group has cleaned up several major areas such as Broadway x Mini, Lewis Brown x Hwy 37, Avion Dr, areas of Lincoln Road, Meadows Drive, and most recently Highway 37 x Mini Drive. They continue to work with the City and community to help beautify Vallejo!

Andrew's Announcements - A Message From The Vallejo City Manager

Hello Vallejo,

Thousands of students in Vallejo headed back to school this week (I’m sure there were a mix of emotions!) and I truly hope you‘re having a wonderful and safe week while kicking off the new school year.

As we begin the transition from summer to fall, our great community events continue. This weekend, I’m looking forward to attending the Vallejo Sister City Association’s 18th Annual International Dinner and Auction. This fundraising event helps VSCA celebrate Vallejo’s beautiful diversity while raising funds to collaborate with the City’s Sister City Commission. Hope to see you at the event! Tickets can be purchased at the door or ahead of time-please check out the flyer in this edition of the Weekly for all of the details.

Also in this Weekly, you’ll find an article on a successful pilot program the Police Department has implemented. The Integrated Health and Resource Team (IHART) is a mobile crisis response team that responds to people experiencing mental health crises and provides support and linkages to appropriate services. The program is similar to other programs being implemented throughout that nation that aim to reduce the role of police in responding to mental health crises and improve outcomes for the individuals experiencing crises. Please take a look at the article on how IHART has already shown successful results in many cases here in Vallejo.

The Police Department and other City departments are also continuing regular efforts to remove abandoned vehicles and clean homeless encampments on City streets. Please read the article in this Weekly on the latest Abandoned Vehicle Abatement Operation.

The inaugural Citizens Academy class celebrated the end of their sessions with a graduation on August 7th. The class participants meet over 10 sessions to understand more about City government, specifically how the City of Vallejo operates.

During their sessions they meet with the City Manager’s Office, City Clerk’s Office, City Attorney’s Office, Vallejo Fire Department, Vallejo Police Department, Public Work’s Department, Water Department, Human Resources Department, Risk Management Division, Information Technology Department, Housing and Community Development Department, Planning and Development Services, Economic Development Department, and Finance Department.

The class had the opportunity to meet the department heads and supporting staff for the various departments and divisions and after an informational presentation were encouraged to engage in dialog with the staff. This allowed for the participants to not only meet the people that were working in areas throughout the City, but hopefully helped build relationships allowing participants to know where they can go to with their questions and concerns.

Thank you to our inaugural class, Citizens Academy Class of 2024, for your participation and eagerness to learn more about how your City operates. We hope to see you in the community and continue your engagement.

Andrew's Announcements - A Message From The City Manager

Hello Vallejo,

A summer of beautiful weather and great events is coming to an end. On Monday, classroom doors will open,
welcoming thousands of Vallejo students back to school. Make sure to get out and enjoy family time this final
summer week at events such as August Summer Nights and Treetopia. You can find flyers on these fun activities in
this edition of the Weekly.

The process of selecting our next permanent Police Chief is moving forward. We completed our community
meetings, key stakeholder meetings and community survey to get input on the key characteristics and
qualifications of the next Chief. Applications were due last Friday. The City’s recruiting firm and I will be reviewing
the applications to select the most qualified candidates, who will be invited to in-person interviews with multiple
panels in early September. One panel will be comprised of community members selected by Council Members. I’d
like to thank the community for your active participation in this process.

Did you catch Vallejo native H.E.R. perform at the Olympic closing ceremony earlier this week? She was
phenomenal and is a great example of Vallejo’s talent and spirit.

Earlier this year, the City launched a brand new civic engagement program called the Citizens Academy. Through
the program, community members learn about the responsibilities and functions of all of the City’s departments.
The inaugural class of participants graduated last week, shown on the cover and further described in an article in
this Weekly. We will continue this successful program next year. Be on the lookout for an announcement later this
year regarding applications for next year’s program.

Council approved awarding a contract to Pavement Coatings Co., on August 5, 2024 for the Citywide Slurry Seal Project. This project is being funded with Measure P and Gas Tax revenue. Slurry Seal is a surface treatment that is applied to existing asphalt pavements to extend their life for 5-7 years. It also allows the road to be reopened within 3-4 hours.

Navigation Center Update – The City broke ground on the Vallejo Navigation Center on April 29, 2024. Many were in attendance to witness the momentous occasion.

Andrew's Announcements - A Message From The Vallejo City Manager

Hello Vallejo,

As summer winds down, I hope that you will enjoy some upcoming community events, such as National Night Out on August 6th and GVRD’s (Greater Vallejo Recreation District) 80th Anniversary Celebration on August 10th. You can find more information on these events and others in this edition of the Vallejo Weekly.

Later this month, thousands of Vallejo students will return to school. Please be careful, patient, and safe on the roadways to help ensure that these young people get to school safely. Many organizations are providing free back-to-school supplies. Locations you should check out for free supplies (while supplies last) include Children’s Wonderland on Glenn Street this Saturday 8/3, 11:30-4:30 and City Park on 8/10, 11-3 PM.

I had the pleasure of attending the blues and R&B concert at Richardson Park last Saturday. The picture on the front cover of this edition of the Vallejo Weekly is from that event, next to our City table where we providing information about City programs. It was clear that the lively music and vendors were enjoyed by all.

You’ll also find an article in this Vallejo Weekly about the recent military burial that took place in Vallejo for Marcus Engesser who died 82 years ago as a prisoner of war in the Philippines. His remains were finally laid to rest here at home with his family receiving the National Colors from a U.S. Army Honor Guard.

We have wrapped up our final Community Meeting for the recruitment of the permanent Police Chief. You can find the brochure for the Police Chief recruitment and the link to the community survey on our City website homepage at cityofvallejo.net and on our City social media.

The City of Vallejo is creating an updated homelessness strategy that will incorporate the recent US Supreme Court ruling in the Grants Pass case. The City will also be engaging with State agencies to coordinate on their response to the Governor’s recent order regarding clearing encampments on State property. The City of Vallejo is doing its part to provide housing for the currently unhoused. The City is currently constructing two affordable housing facilities, the 47-unit permanent supportive housing Broadway Project and the 125-bed Navigation Center shelter.
