CHP CARGO THEFT INVESTIGATION LEADS TO RECOVERY OF $137,000 IN STOLEN & UNREGULATED TO***CO PRODUCTS
OAKLAND, Calif – In a significant breakthrough for law enforcement, an Oakland man has been apprehended in connection with the theft of over $137,000 worth of to***co products. The arrest comes as the culmination of an extensive investigation led by the California Highway Patrol (CHP), revealing a sophisticated network involved in the illicit trade of stolen and unregulated to***co items. The successful apprehension highlights the dedication of law enforcement in curbing organized crime and safeguarding public safety.
On Nov. 30, 2023, the CHP Golden Gate Division’s Investigative Services Unit (ISU), Cargo Theft Interdiction Program (CTIP) served several search warrants in the Oakland area. The investigation focused on cigarette and to***co product thefts that have occurred in various areas in northern California. In addition to the CTIP unit, this operation involved the CHP Oakland, the Oakland Police Department, and the Alameda County Sheriff’s office. The California Department of Tax and Fee Administration participated in the investigation when it was discovered that some of the businesses to be searched were selling to***co products with
out-of-state, or even no California tax stamps.
Working with our private industry partners and allied agencies, CTIP investigators obtained warrants for multiple locations in Oakland, resulting in the arrest of one person who was involved in theft of ci******es. One residence and three store fronts in Oakland were searched, resulting in the seizure of large amounts of stolen and unregulated to***co, totaling over $137,000. Investigators also located suspected stolen retail items from Target, Safeway, and Old Navy, totaling over $5,000. Bashar Saleh Mohamed Nagi, 35, of Oakland was arrested and booked on charges relating to theft and possession of stolen products.
The partnership between the CHP and retail partners is critical for the success of these operations. We would like to recognize and thank our retail partners as well as the various allied agencies who contributed to the success of this operation.

CHP - Dublin Commander Chris Sherry and CHP - Golden Gate Communications Center Commander Gerardo Serrato were on hand at the Advisory Committee for Persons with Disabilities (ACPD) art contest where the winners were recognized for their incredible work. During this Thanksgiving holiday week, Marin Area CHP officers responded to a report of a distressed individual at the Golden Gate Bridge Vista Point. CHP officers arrived on scene and located a white Dodge Caravan with a occupant barricaded inside experiencing a mental health crisis. CHP worked with Marin County Mobile Crisis Unit and Golden Gate Bridge Patrol to help bring this situation to a peaceful resolution and obtain help for the woman in crisis. Thank you to our allied agency partners and all of our community members that were present. Your assistance and patience is appreciated. Our Thanksgiving weekend Maximum Enforcement Period (MEP) is underway. We will have extra officers on patrol throughout the weekend with the goal of removing impaired and careless drivers from the road and assisting those who may find themselves broken down on the side of the freeway.
Even with extra personnel out on the roads, our communities play one of the most important roles in supporting our efforts. We don't have the ability to be everywhere at once, so your eyes are one of the best tools we have to find impaired or careless drivers. If you see someone you believe is impaired, or is just driving so badly that you think others might be at risk, call 9-1-1. Help us do everything we can to prevent any family from suffering an unspeakable tragedy over the holiday weekend.
If you are one of the millions of people that will be taking to the roads over the next few days, please give yourself extra time to get where you're going. Expect delays ahead of time, and PLEASE be patient if you are unexpectedly slowed down.

CHP INVESTIGATES FATAL HIT-AND-RUN CRASH IN OAKLAND - REQUESTS PUBLIC’S ASSISTANCE
OAKLAND, Calif. – On Sunday, November 19, 2023, at 10:46 p.m., the California Highway Patrol (CHP) Golden Gate Communications Center received a call of a two-vehicle, non-injury traffic crash that occurred on southbound State Route 13, south of Joaquin Miller Road/Lincoln Avenue, in the city of Oakland. The crash involved a white Toyota “Zip Car,” and a black sedan. After the crash, the Toyota came to rest blocking the slow lane. The driver and passenger of the Zip Car, both male adults, exited the vehicle and stood nearby.
At 10:50 p.m., responding CHP officers received a report of a secondary crash at the same location involving a vehicle-versus-pedestrian. It was later determined the right-front passenger of the Toyota was standing on the right shoulder when another unknown black sedan approached the disabled Toyota from behind. The black sedan abruptly applied its brakes and swerved to the right, maneuvering around the disabled Toyota. Tragically, the front of the black sedan struck the passenger who later succumbed to his injuries and was pronounced deceased at the scene. The black sedan that struck the pedestrian fled prior to CHP's arrival and no information leading to the identity of the driver is currently known.
The CHP Oakland Area is requesting the public’s assistance in gathering information surrounding this fatal crash. The black sedan that struck the pedestrian would have sustained crash damage to its front bumper, hood, and/or front windshield.

That's a wrap for CHP at APEC!
What an incredible, but busy week for us. Over 1000 CHP personnel were on hand to support our partners at the San Francisco Police Department and the United States Secret Service. While we might not remember just how hectic and stressful the days were, we will absolutely remember all of the people that took time to say hello, welcome all of us, and even ask to grab a quick picture. Whether it was dignitaries from around the world, or groups of kids out to watch the presidential motorcade, we appreciate every moment we had to interact with the people we serve, in the communities we are proud to call home.

RAMPS REOPENED (APEC)
The eastbound I-80 offramp to 4th Street and westbound I-80 offramp to 5th Street in San Francisco reopened at 9 p.m. Next closure planned for Thursday, 11/16 at 5 a.m.
There is so much going on behind the scenes of APEC. Our San Francisco office has turned into a massive fixit facility where experts can work on almost any problem that comes up. From mechanics to our IT teams, it takes a massive effort to keep everything up and running this week. Thank you to all of our crews who have traveled from across the state to make this all possible.
Rain has started falling across the Bay Area, and our call volume shows it. With so many CHP resources in town to assist with APEC, our area offices are able to remain staffed to be available for incidents out on our freeways. Please slow down out there, and give yourself a little extra time to get where you need to go tonight.
If you haven't already noticed, the CHP is out in force to support San Francisco during APEC. In addition to all of the officers you see rolling around the streets, we have a dedicated group of individuals who are ensuring the massive amounts of communications required to run this operation run flawlessly. With so many different movements, our dispatchers are staying extremely busy as they juggle hundreds of officers talking at once. Our Mobile Consolidated Command Center houses its own dispatch center where our APEC dispatchers oversee everything CHP and interface with our allied agency partners to ensure we are all on the same page.

ORGANIZED RETAIL THEFT OPERATION RECOVERS OVER $350,000 IN STOLEN MERCHANDISE
OAKLAND, Calif. - On November 7, 2023, the Golden Gate Division's Organized Retail Crime Task Force (ORCTF), in collaboration with the Valley Division Investigative Services Unit (ISU) and the Concord Police Department, successfully executed search warrants in the areas of Oakland and Galt. These operations were conducted based on prior intelligence, indicating that the Oakland residence was potentially being used for illegal fencing activities, associated with known suspects. In Galt, additional stolen retail merchandise was suspected to be stored in a box van and a trailer.
During the search of the Oakland residence, investigators uncovered stolen retail merchandise and a loaded handgun. The primary suspects were apprehended and subsequently booked into the Alameda County jail, facing a range of charges, including but not limited to California Penal Code (CPC) 487(a)- Grand Theft, CPC 496(a)- Possession of Stolen Property, and CPC 182 - Conspiracy to Commit a Crime. Further investigation revealed that the suspect had leased a storage facility in Oakland, leading to the issuance of an additional search warrant. This subsequent search yielded more stolen retail merchandise. Investigators also located and seized $17,344.00 as proceeds from illicit criminal activity. Additionally, while inspecting several vehicles containing stolen items, investigators discovered a second loaded handgun.
In Galt, Valley ISU Investigators successfully located and seized two vehicles, which were found to contain a substantial quantity of stolen retail merchandise. With the assistance of retail personnel in inventorying the stolen items, it was estimated that the total value of the recovered merchandise exceeded $350,000.00.
The successful ex*****on of the search warrants exemplifies the effectiveness of partnerships and collaborative efforts between law enforcement agencies, and the retail industry in combating and dismantling organized retail crime networks within California.

You will see a large number of CHP officers in and around San Francisco as we work with our local, state and federal partners to ensure the safety of everyone in and around the conference. We will be supplementing our staffing with personnel from outside of Golden Gate Division, so our communities should notice no discernable change in our regular day to day operations.

ARREST MADE IN CONTRA COSTA COUNTY FREEWAY SHOOTING INVESTIGATION
CROCKETT, Calif - Detectives assigned to the California Highway Patrol’s (CHP) Golden Gate Division (GGD) Special Investigations Unit (SIU), with the assistance of the CHP Contra Costa Area Office, have arrested 25-year-old Kevonte Markee Young of Pittsburg, Calif. after identifying him as the main suspect in a shooting in the Contra Costa Area.
On Oct.26, 2023, at approximately 7:05 p.m., officers assigned to the CHP’s Contra Costa Area office were advised of a freeway shooting with injuries that occurred on eastbound Interstate 80 (I-80) near Pomona Street in Crocket. The victim called 911 to report they had been struck in the leg by gunfire after being involved in a road rage incident with a dark blue Mercedes. Following the incident, the driver of the Mercedes pulled to the left of the victim and fired multiple rounds at the victim, striking them once in the leg. Fortunately, no other occupants in the vehicle, including three children, were injured in the shooting. The victim drove to their home where an ambulance transported them to a local hospital for treatment.
With the information provided by the victim, a broadcast was put out to law enforcement agencies in the area to be on the lookout for the Mercedes. Shortly after the broadcast, officers assigned to the Contra Costa Area office located the Mercedes and conducted a traffic enforcement stop without incident. Young was taken into custody and subsequently booked into the Martinez Detention Facility on charges of attempted murder, discharging a firearm at an occupied vehicle, assault with a firearm, child endangerment, and illegal possession of a firearm.

APEC CONFERENCE RAMP AND LANE CLOSURES
Various ramp, lane and pedestrian/bike path closures scheduled along Interstate 80 and U.S. 101 in San Francisco due to Asia-Pacific Economic Cooperation 2023 Summit
(SAN FRANCISCO, Calif.) In cooperation with the California Highway Patrol (CHP), and in coordination with federal, state, and local law enforcement partners, the California Department of Transportation (Caltrans) is implementing enhanced safety measures on state highways in and around San Francisco during the Asia-Pacific Economic Cooperation (APEC) 2023 Summit starting Tuesday, Nov. 14.
The U.S. Secret Service recently designated the APEC Summit as a National Special Security Event, requiring heightened security measures in and around San Francisco.

At the request of federal, state, and local law enforcement agencies, Caltrans will be implementing the following closures to help ensure the safety and security of all attendees and residents:

What a fantastic send off for Sergeant Kilgore today! A motor’s final ride is a tradition that honors an officer who will be hanging up his blue bow tie and heading into retirement. Even Commissioner Duryee made the ride and joined over a dozen other motors to give Sergeant Kilgore a proper final ride. Congratulations Sergeant, and we wish you all the best in retirement.

CHP INVESTIGATING FREEWAY SHOOTING WITH INJURIES IN SAN PABLO
SAN PABLO, Calif - Detectives assigned to the California Highway Patrol’s (CHP) Golden Gate Division Special Investigations Unit are investigating a freeway shooting that occurred on westbound Interstate 80 (I-80), near San Pablo Dam Road that injured one person.
On Monday, Oct. 16, 2023, at approximately 2:30 p.m., officers assigned to the CHP’s Oakland Area Office were notified of a freeway that occurred on westbound I-80 near the San Pablo Dam Road off-ramp. Although not struck by gunfire, the victim stated they were injured by shattered glass and were driving to a local hospital for treatment. Officers responded to the hospital and contacted the witness who provided the location of the shooting. The westbound lanes of I-80 at San Pablo Dam Road were closed at approximately 4:20 P.M. to allow for the crime scene investigation. Lanes were reopened at approximately 4:39 P.M.
CHP detectives are actively attempting to determine a motive and identify the suspect(s) and vehicle(s) involved. Detectives are asking anyone with information regarding this incident to call the CHP Investigations Tipline at (707) 917-4491.

Our hearts are heavy as we stand with our Los Angeles County Sheriff's Department family and mourn the senseless murder of Deputy Ryan Clinkunbroomer. To Ryan's fiance, family, and friends, we can only express our deepest and most heartfelt sympathies as you mourn the loss of a dedicated community hero and a wonderful man.

I want to let to our community know Deputy Clinkunbroomer left his family tonight to serve our community. He laid everything on the line to serve us. He wore a uniform just like other deputies wear, driving in a police car, and he was senselessly murdered tonight.
Deputy Clinkunbroomer was 30 years old and an eight-year veteran of the LASD. He served the Palmdale and Antelope Valley communities with absolute distinction. He transferred to Palmdale station in July 2018, and has been a field training officer for 1 1/2 years.
From everything I know about Ryan, people absolutely loved and adored him. He wasn't just one of our Deputy Sheriffs. He was a third generation deputy. His father and grandfather served with us.
Service was running through his veins. He embodied the values of bravery, selflessness and was committed to justice. Our deputy was a devoted family member and a cherished community member. He was cowardly shot while working tirelessly to serve our community this evening.
Our hearts go out to his family. We cannot fully understand their pain, but we will stand with them in solidarity and support them during this difficult time. They deserve unwavering compassion, and we will do everything in our power to provide them with assistance and care.
We will use all of our resources to bring the suspects responsible for the murder of Deputy Clinkunbroomer to justice.
