𝗨𝗣𝗕 𝗖𝗢𝗨𝗡𝗖𝗜𝗟 𝗢𝗙 𝗟𝗘𝗔𝗗𝗘𝗥𝗦 𝗠𝗔𝗡𝗜𝗙𝗘𝗦𝗧𝗢 𝗢𝗙 𝗨𝗡𝗜𝗧𝗬 𝗢𝗕𝗝𝗘𝗖𝗧𝗜𝗡𝗚 𝗔𝗢 𝗣𝗔𝗝 𝟮𝟰-𝟯𝟵 𝗔𝗡𝗗 𝗦𝗧𝗔𝗡𝗗𝗜𝗡𝗚 𝗪𝗜𝗧𝗛 𝗣𝗥𝗢𝗙. 𝗪𝗜𝗟𝗟𝗬

We, the recognized student organizations and formations of the University of the Philippines Baguio, are one in forwarding our call for a democratic and pro-people UP Baguio; hereby, express our full support to Dr. Wilfredo V. Alangui to be the next University Chancellor of UP Baguio. With this, we also forward our opposition to the Administrative Order No. PAJ-39, which extends the Search Process for the Next Chancellor.

The role of the students and their organizations in the overall welfare of the university is imperative. It is with utmost importance that our Chancellor, whose decisions and programs directly affect all sectors inside our university, embodies the values and principles of UP as the national university. The chancellor must uphold academic freedom as the core of its mandate. Thus, this Chancellor Selection in April is a crucial process defining UPB for the next three years.

The UP Baguio community faces issues such as the lack of physical spaces, rampant repression of our democratic rights, inaccessible basic social services, and the lack of funding for offices, student institutions, and varsity. On top of these, students of UP Baguio and the Cordillera community are experiencing these challenges amid development aggression in the region, wherein dams and mining projects threaten the ancestral lands and livelihood of Indigenous Peoples (IPs).

We need a Chancellor who will recognize that these demands are our rights as constituents. We need a Chancellor who will proactively address our concerns. We need a Chancellor who will be with us in our struggle for a nationalist, scientific, and mass-oriented education. We need a Chancellor who has firm principles and knows the university’s mandate to serve the Cordillera region.

We need a chancellor who is democratic, proactive, and grounded in the university’s situations and demands.

With this, the student organizations and formations of UP Baguio see Professor Alangui as the best candidate to be the 4th University Chancellor of UP Baguio. We have seen his unwavering commitment to forwarding IP studies through Ethnomathematics as his main research interest. In his vision paper, he emphasizes that one of the mandates of UPB is to strengthen its commitment to the region. Recognizing this mandate is vital as it is often forgotten by many. It is high time that we remember our roots.

Professor W***y Alangui also supported the students in their calls for mass promotion at the onset of the pandemic and Ligtas Balik Eskwela later on. He also shared his time and knowledge conversing with student leaders regarding the campaign against red-tagging. We have seen his presence and participation in our activities and mobilizations. That speaks volumes about his character as a leader, mentor, and professor.

In relation to this matter, released last March 27, 2024, was an extension for the Search for the Next University of the Philippines Baguio Chancellor. The motion, through Administrative Order No. PAJ 24-39 was instructed by UP President Angelo A. Jimenez to consider the “consistently expressed preference of the Board of Regents to have more than one (1) nominee for high University position”. We express our concern about the appalling transparency from the University President behind the process of this decision, provided that this “preference” has not been consulted with all members of the Board of Regents.

Thus, and lastly, to the Board of Regents, we appeal and urge the Board of Regents to heed the call of UP Baguio, our Ili, to appoint Professor Wilfredo V. Alangui as our next Chancellor. Evident in his vision paper is his knowledge of the concrete conditions of the university. His plans are aligned with what we are currently fighting for. Given all these, we, the recognized student formations and organizations of UP Baguio, will remain critical of his programs and stances.

We urge the members of the Board of Regents to heed the call of the community to uphold the democratic process and to be transparent in any decision-making in the ongoing Chancellor Selection Process.

The Council of Leaders convened last Monday, March 04, at the Sarmiento Hall for their Third All Leaders' General Assembly for the academic year. 54 organizations, sororities, fraternities, and confraternities were present during the meeting. The Council of Leaders discussed the upcoming Org Fair 2024, crafted the student organization demands for the next UPB Chancellor, conducted a Capacity-Building Workshop for Internals, and other announcements from UPB USC and SRO.

Mahaba ang kasaysayan ng bawat organisasyon sa loob ng pamantasan at kasabay nito ang mga tradisyon at kulturang ilang taon na ring binibitbit ng mga ito. Mula sa mga prinsipyong dinadala hanggang sa mga proyektong isinasagawa, malaki ang impluwensiya ng mga nagdaang taon sa kung paano sila kumikilos sa kasalukuyan. Hindi natin maitatanggi ang kahalagahan ng pagpapatuloy ng mga nakagisnang pamamaraan, ngunit kung ang tradisyon at kultura ay hindi progresibo at walang mabuting dulot sa organisasyon at sa mga miyembro nito, kailangan na natin itong tuldukan. PAHAYAG NI CL CHAIRPERSON ANDRADA PARA SA IKA-51 ANIBERSARYO NG BATAS MILITAR

Ang UP Baguio ay tahanan ng higit anim na pung organisasyon. Marami sa mga ito, may kasaysayan ng pagkilos laban sa Batas Militar. Tumugon sila sa tawag ng panahon at binitbit ang panawagang maging militante at makabayan. Ito ang kasaysayang dala-dala ng Council of Leaders—Militante. Makabayan.

Sa pagdeklara ng Batas Militar noong Dekada Sitenta, ipinagbawal ang paggugrupo ng mga kabataan at pilit na pinahinto ang pagkilos ng mga organisasyon. Ngunit wala sa bokabularyo ng mga Iskolar ng Bayan ang pagsuko laban sa diktaduryang Marcos. Sa panahong ito, nakapag-isip ang mga organisasyon kung paano maipagpapatuloy ang kanilang mga gampanin sa ilalim ng pamamasista ng estado. Ang ilan sakanila ay lumabas sa pamantasan at lumubog sa masa, hindi sila nagpagapi, nagpatuloy sila sa pagpiglas at pagmulat—upang ipaintindi sa nakararami na walang diktador ang makakapagpatahimik sa kolektibong lakas ng mamamayan.

Ang paggunita sa kadiliman ng Batas Militar ay hindi lamang simpleng pag-alala kundi isa ring paalala na hindi dapat tayo maging kampante sa kalayaang ating tinatamasa. Ang mga oras na ito ay isang panahon upang magkaisa at magtulungan sa pagtutol sa anumang anyo ng pasismo, awtoritaryanismo, at paglabag sa karapatang pantao. Tayo ay naglalakbay mula sa nakaraan patungo sa hinaharap, na may layunin na itaguyod ang mga prinsipyong nagpapalakas sa ating bayan: karapatan, katarungan, at katotohanan.

Sa ika-limampu’t isang anibersaryo ng Batas Militar, tayo ay nagbibigay-halaga sa diwa ng pagiging mapanuri at pagtutok sa mga pangyayari noong panahong iyon. Ipinapaabot din natin ang ating suporta at pagmamahal sa mga biktima at kanilang mga pamilya na hanggang ngayon ay nagdadala ng mga pasakit mula sa mga pang-aabusong naganap noon. Sa ating pagtutok sa mga karanasan ng nakaraan, titiyakin nating hindi ito malilimutan at hindi na muling mangyayari.

Ang Council of Leaders ay patuloy na makikiisa sa pagmulat ng mamamayan sa pagpapalaganap ng mga kuwento ng kabayanihan at paglaban noong panahon ng Batas Militar. Ipinapahayag ng Council of Leaders ang aming determinasyon na itaguyod ang isang mas makatarungan at demokratikong lipunan para sa lahat ng Pilipino. Ang Council of Leaders ay umaasang ang Pilipinas ay patuloy na maging bayan ng malayang mamamayan, na nagkakaisa para sa kapakanan ng lahat.

Mariin ding tinututulan ng Council of Leaders ang panibagong porma ng pamamasista sa kaanyuan ng Anti-Terror Law. Hindi natin pahihintulutan ang ano mang uri ng panggigipit sa ating mga organisasyon sa loob ng UP Baguio, maging sa iba pang mga aktibista at human rights defenders. Sama-sama nating lalababan ang mga gawa-gawang kaso, iligal na pagdakip, at walang habas na pagpaslang ng AFP, PNP, at NTF-ELCAC. Ang ating sigaw: Martial Law noon, Terror Law ngayon!

Sa muling pagbabalik ng isang Marcos sa pwesto, mas patitibayin ng Council of Leaders ang pangil nito sa pakikibaka para sa karapatan at kagalingan ng bawat organisasyon, bawat Iskolar ng Bayan, at bawat mamayanan ng bansang Pilipinas. Noong Dekada Otsenta, isang diktador ang matagumpay nating napabagsak. Nagawa natin ito noon, at hindi imposibleng magawa muli natin ito ngayon. Kaya naman ating pagtitibayin ang hanay ng mga organisasyon sa loob ng UP Baguio para ihanda ang bawat isa sa malakihang labang maaari nating harapin sa hinaharap.

Ang kasaysayan ay nagpakita na sa kabila ng kaharian ng dilim, ang liwanag ng pag-asa ay unti-unting darating. Sa ika-51 anibersaryo ng Batas Militar, hinihikayat namin ang bawat isa na maging bahagi ng paglalakbay na ito tungo sa isang mas makatarungan, mapayapa, malaya, at mapagpalayang lipunan.
