The following is our nine (9) point agenda that will fulfill our mission and vision for our seafarers, their families and the Filipino employees and OFWs as well.
1. Fight for seafarers' retirement plan.
- Seafarers who lost their employable age bracket would go into retirement. Since their employment is on contractual basis, although most of them are rehired for decades before they are dispense
d by their manning agent end up without any retirement compensation and become pauper. AMOR-SEAMAN is fighting to address this problem by proposing a retirement package that will ensure him and his family of a better living condition and a sustainable livelihood.
2. Removal of age limit and age discrimination in employment.
- We advocate for the implementation of reasonable age limit and fight against age discrimination in employment. The more experienced a seafarer is the more he is competent and qualified to perform his seafaring duties hence, we advocate for the arbitrary and whimsical implementation of age limit to avoid displacement of hundreds of thousands seaman within the working age. Western countries in seafaring profession would hire seaman even beyond sixty (60) years old because of their wisdom, experience and proven competence.
- We advocate for laws that will remove the age limit and age discrimination in employment.
3. Scrapping of multiple but similar and repetitive trainings of seafarers as well as teaching and training the youth who aspire to become seafarers.
- Education is vital in national development and the future of our country. We fight for quality but affordable education especially for the poor students who aspire to become seafarers. In this regard, we fight for the scrapping of multiple but similar and repetitive trainings of seafarers because it wastes a lot of time and money especially since most of the students come from poor families.
- The youth are the future leaders of our country. We see the importance of teaching and training them well especially those who aspire to become seafarers. Comprehensive health plan (hospitalization, medicine, etc.).
- There are about 1,200,000 Filipino seafarers worldwide and will continue to increase in number as the quality of seafarers' education and training continue to improve. Thirty percent (30%) of maritime vessels throughout the world are manned by Filipino seafarers. They bring in about Five Hundred Million U.S. Dollars (U$500,000) to our country annually. With their quality contributions to their maritime employers and especially to our country, we have to be aware of the health risks and dangers to their lives brought about by their dedication to their work in the seas. In that regard, they deserve to receive a comprehensive health plan.
- We also advocate for the comprehensive health plan of our local employees and OFWs.
5. Fight for the minimum wage of newly hired (newly graduate) seaman.
- As our country's maritime educational and training institutions continue to improve as well as following the standards set by the International Convention on the Standards of Training, Certification, and Watchkeeping for Seafarers (STCW), our country is currently producing quality maritime officers and well-trained seafarers who are highly sought after by both international and local maritime employers. In that regard, we fight for the improved and competitive minimum wage of newly hired Filipino seafarers.
6. Push for the improvement of Magna Carta on seafarers, local employees, and OFWs.
- The improvement of Magna Carta results for more rights and the betterment of the conditions of our seafarers, local employees and OFWs.
- We push for the improvement of Magna Carta that is why we have assisted and successfully prosecuted seafarers' claim for total disability and illegal dismissal cases. We helped in the repatriation of displaced or abandoned seafarers in Africa and land-based workers in Hongkong and Middle East. With the help and assistance of Panambo Law Office, the AMOR-SEAMAN was able to recover disability claims.
7. Push for reduced tax and tax exemption.
- We see the need for reduced tax and tax exemption for our local based seafarers. Many of our seafarers receive low pay and less benefits. By reducing their taxes or giving them tax exemption, we will help our hard working seafarers to be able to support themselves more and their poor families back home.
- We also advocate for the reduced tax in all local employees including those employed with the government sector.
8. Fight for the protection of the environment and help Filipinos affected by natural calamities.
- Investigate and inform the public and government about major and particular environmental issues particularly in the seas both international and local as seen by our seafarers to come up with solutions to these environmental issues.
- Advocate for laws that will protect the environment in general.
- Environment protection as well as aid for our countrymen affected by natural calamities are part of our agenda. For example, we have conducted relief operations for super typhoon Yolanda victims.
9. Push for good governance.
- We support good governance. This can be achieve by transparency and accountability by all employees and officials of the government not just those involved in the regulation of the seafarers particularly MARINA, POEA, OWWA but the entire machinery of the government.
- As an example of our advocacy for good governance and fight against anomaly and corruption in government, we supported the Senate inquiry on OFW missing funds at the OWWA in Pasay City.
