This year, the Public Transport Security Command (TransCom) turns 15 years old! Hop on and join us as we trace their evolution in time for ensuring our safety and security within the growing public land transport network.

TransCom was established in 2005, when it was known as the Police MRT Unit (PMU) within the Special Operations Command to tighten security measures within the public transport network.

On 15 August 2009, TransCom was commissioned as a specialist line unit to reflect its expanded role in contingency planning and response for the entire public transport network. The unit comprises mainly of Police National Service officers (PNSFs) who conducts anti-crime patrols with their regular counterparts. TransCom officers undergo specialised training to detect threats such as improvised explosive devices and have in-depth knowledge of MRT stations and bus interchanges to assist in evacuation efforts.

Beyond this, TransCom officers also rely on the close Public-Police partnership to improve the safety and security of the more than 3 million commuters who use the public land transport network daily. Indeed, the public plays an important role by staying vigilant and alerting the Police to crimes and potential threats, allowing our officers to respond swiftly to any law and order incidents.

We salute our TransCom officers for keeping our public land transport network safe and secure!

Photo 5: In 2023, TransCom officers were in the heart of the action during Exercise Ferrovia, a multi-agency emergency preparedness exercise organised by the SPF. This was the largest security exercise ever held at the Land Transport network, involving more than 200 participants, to validate contingency plans and strengthen coordination to respond effectively in times of emergencies.

The Police Security Command (SecCom) plays a critical role in safeguarding both local and foreign VIPs. Among their core duties is conducting thorough search operations at major security events to ensure that no explosive devices or other security threats jeopardise the safety of the VIPs and guests.

One of the most challenging aspects of these search operations is examining underground facilities. These comprise water drainage systems, telecommunication cable tunnels and sewage networks, where officers face the risk of being exposed to pollutants or other harmful gases that have been accumulated overtime. To circumvent this, the Home Team Science and Technology Agency (HTX) collaborated with SecCom to develop a compact Remote-Controlled Vehicle (RCV) named โ€˜MiniXโ€™๐Ÿค– for underground search operations.

With a footprint no larger than a printer, MiniX is engineered to navigate through tunnels and narrow subterranean spaces that previously would require SecCom officers to duck-walk or crawl to access. MiniX is waterproof, equipped with a high-resolution camera ๐ŸŽฅ for environmental scanning, and transmits real-time visual footage to a Ground Control System on the surface.

Since its introduction, MiniX has been deployed at high-profile events such as the May Day Rally, the Shangri-La Dialogue, and the National Day Parade ๐Ÿ‡ธ๐Ÿ‡ฌ. This innovative technology proves that sometimes, great advancements come in small packages ๐Ÿ’ช.

Meet ASP Jannah Wong, a Team Leader (TL) in Tanglin Divisionโ€™s ERT.

As an ERT TL, her role is to lead her team in serving as the first wave of response to public security incidents, armed attacks and firearm incidents.

Owing to the nature of the incidents the ERT responds to, ERT officers like ASP Jannah undergo regular physical and tactical training to keep up with the standards required of them. On top of that, ASP Jannah cultivates and instils the mindset of โ€˜anticipating the unexpectedโ€™ in her team, acknowledging that training oneโ€™s mental resilience is equally as important as physical training. This ensures that they are well-prepared for a wide range of incidents which they may encounter on the ground.

โ€œChallenging, fulfilling and fun. These are 3 words I would use to describe my experience in the ERT. With the nature of the job, there is no doubt that it can get challenging. Despite that, it is truly fulfilling to see my team contribute to public safety by addressing various incidents with the skills we have acquired. The rigorous regimen of physical and tactical training that being in the ERT entails is also enjoyable, as I always had a passion for activities that involve discipline and drive. Being able to train alongside officers who share the same interest and passion as I do makes it even more enjoyable and drives my passion even more!

SECURITY AND TRAFFIC ARRANGEMENTS FOR NATIONAL DAY PARADE 2024

The National Day Parade (NDP) 2024 will be held at the Padang on Friday, 9 August 2024.
Safety Security Arrangements

Safety Security Arrangements
To ensure safety and security at the event, members of the public attending the NDP 2024 are advised to arrive early to allow ample time for security checks on persons and belongings. The public is advised to minimise the number of personal belongings brought into the venue to facilitate security clearance.

Any container (100ml capacity or larger) containing liquid, aerosol or gel will be subjected to additional checks. Canned items including canned drinks will not be allowed into the venue. Each ticket holder will receive a NDP Pack which includes items such as water and light snacks. Action may be taken against anyone who attempts to bring in prohibited items as listed in Annex A.

To prevent overcrowding, police officers and auxiliary police officers will be regulating the flow of crowd at areas in the Marina Bay such as the Esplanade Waterfront, One Fullerton Waterfront, Merlion Park and Marina Bay Sands Waterfront. Members of the public are advised to follow the instructions of the marshals and police officers on duty.

Members of the public intending to visit Marina Bay should check out the Crowd@MarinaBay map found on https://go.gov.sg/crowd-at-marina-bay, or by scanning the QR code, to view real-time crowd levels and areas which may be closed at the various fireworks viewing spots. The map will also include available surface and underground walking paths around Marina Bay, which the public can use to navigate and avoid crowded areas. In addition, the Crowd@MarinaBay map will also be displayed on TV screens at selected MRT stations. Public can access the Crowd@MarinaBay map via their computers and mobile devices on 9 August 2024, from 1.30 pm to 10.00 pm.

In addition, certain entrances/exits of MRT stations around the Marina Bay will be closed to regulate crowd flow. In the event of overcrowding, trains may bypass affected stations such as Bayfront MRT station, to divert crowd away from these crowded areas. Members of the public are advised to be patient and to follow the instructions of the marshals and police officers on duty.

MRT stations including Bayfront, City Hall and Raffles Place MRT stations are expected to be very crowded. Members of the public are encouraged to use other nearby MRT stations such as Esplanade, Promenade, Downtown and Marina Bay MRT stations.

With large crowds expected around the Marina Bay, the public is advised to be vigilant and to safeguard their belongings.

Traffic Arrangements
To facilitate the event, the following roads and lanes will be closed to vehicular traffic during the stipulated periods (see attached images).

During the closure, access will only be granted to authorised vehicles as well as Police and emergency vehicles. Police officers, auxiliary police officers, security officers and marshals will be deployed at the affected junctions to assist and direct motorists.

Traffic delays are expected along Battery Road, Beach Road, Bras Basah Road, Collyer Quay, Guillemard Road, Hill Street, Marina Boulevard, Mountbatten Road, North Bridge Road, Ophir Road, Raffles Avenue, Raffles Boulevard, Raffles Link, Republic Boulevard, Rochor Road, Temasek Avenue, Temasek Boulevard and Victoria Street. Motorists are advised to plan their routes early and avoid these roads. Members of the public travelling to these affected areas are strongly encouraged to use public transport.

Similarly, motorists proceeding to Suntec City and Marina Square from Bras Basah Road, Esplanade Drive, Nicoll Highway or Raffles Boulevard are to use alternate routes via Bayfront Avenue or Rochor Road leading to Temasek Boulevard.

Parking restrictions along the affected roads will be strictly enforced. Vehicles found parked illegally or causing obstruction will be towed.

Post-Event Dispersal
After the Parade has ended, dispersal is likely to be slow due to the large crowds expected around the Padang and in the Marina Bay vicinity. Members of the public are advised to be patient and to follow the directions of the marshals and the Police.
As City Hall MRT station, Raffles Place MRT station and Bayfront MRT station are expected to be very crowded during dispersal, members of the public are advised to use alternative stations such as Esplanade MRT station, Promenade MRT station, Downtown MRT station and Marina Bay MRT station.

Members of the public may contact the organiser at 1800-637-2024 for further enquiries.

DECLARATION OF NATIONAL DAY PARADE 2024 AS AN ENHANCED SECURITY SPECIAL EVENT

The National Day Parade (NDP) 2024 will be held at The Padang on 9 August 2024 and has been declared as an โ€˜Enhanced Security Special Eventโ€™ under the Public Order Act 2009.

The area around The Padang has been designated as a โ€˜Special Event Areaโ€™ where the Police will impose strict security measures to ensure public safety and security. The Police have also demarcated a โ€˜Special Zoneโ€™ within the Special Event Area where enhanced security checks will be conducted. These measures will take effect on 9 August 2024 from 0000 hours to 2359 hours. The map in Annex A shows the boundary of the Special Event Area and the map in Annex B shows the boundary of the Special Zone.

Security Restrictions within the Special Event Area

Prohibited Items
The items listed in Annex C are prohibited within the Special Event Area and it is an offence to bring such prohibited items into the area. The Police will conduct checks on persons for such items within the Special Event Area. Anyone found in possession of such items may be arrested and will be liable, upon conviction, to a fine of up to $20,000, or to imprisonment of up to 12 months, or both. The items will also be seized. The Police will have the powers to refuse entry to, or remove persons from, the Special Event Area, if necessary.

No Flying of Unmanned Aircraft (UA)
Unmanned Aircraft (UA), including drones, are prohibited within the Special Event Area. It is an offence to bring or fly any UA into the Special Event Area without a valid permit. Offenders may be arrested and will be liable, upon conviction, to a fine of up to $20,000, or to imprisonment of up to 12 months, or both. The UAs will also be seized.

It is also an offence to fly any UA outside of the Special Event Area in a manner that disrupts, interferes with, delays or obstructs the conduct of NDP 2024. Offenders may be arrested and will be liable, upon conviction, to a fine of up to $20,000, or to imprisonment of up to 12 months, or both. The UAs will also be seized.

Temporary Revocation of Exemptions at Speakersโ€™ Corner

The Speakersโ€™ Corner at Hong Lim Park falls within the Special Event Area. As part of the security measures for NDP 2024, the exemptions for public assemblies or public processions within Speakersโ€™ Corner will be temporarily revoked from 9 August 2024 from 0000 hours to 2359 hours. During the stated period, no public assembly or public procession may be held at the Speakersโ€™ Corner without a Police permit under the Public Order Act 2009. A public entertainment license under the Public Entertainments Act 1958 will also be required for the provision of public entertainment at the location during the stated period.

Security Restrictions within the Special Zone

There will be heightened security measures within the Special Zone. The Police will conduct security checks and screening on all persons and vehicles entering, or within the Special Zone. The Police will also have the powers to refuse entry to, or remove a person from, the Special Zone, if necessary.

Advisory

The Police seek the cooperation of members of the public to comply with all orders issued by police officers for NDP 2024. Persons who engage in activities that compromise safety and security within the Special Event Area or the Special Zone will be dealt with firmly in accordance with the law.

The 1970s were marked by fake gem scams that are still prevalent today. These occurred when conmen passed cheaper metals and gems off as gold or precious gemstones. Meant to deceive unsuspecting customers and tourists who believed they were getting a bargain, fake gem scams coincided with the boom in Singaporeโ€™s tourism and economy.

In July 1975, the Consumersโ€™ Association of Singapore (CASE) dealt with a deluge of complaints against fraudulent jewelers who had sold fake gems. Due to the large number of cases, formal reports were lodged with the Police. In one case, the Commercial Crime Branch of the Criminal Investigation Department (CID) investigated into a report of an 18K gold bracelet that started to show white marks after it had only been worn on a few occasions. It turned out that the bracelet was made of brass. In another case, two rubies that cost about $1,700 in the 1970s were found to be made of glass instead.

Arising from these complaints, CASE officials publicised advisories for the public to purchase jewellery from reliable stores and to request for receipts.

On 1 August 1975, the Consumer Protection (Trade Description and Safety Requirements) Act came into effect. This Act ensured that businesses that attempted to sell items with false or misleading descriptions would be liable to fines of up to $10,000 or imprisonment of up to two years if found guilty.

In the following decades, fraudulent crooks continued to peddle their fake gems. Three businessmen were conned of $32,000 in 1986 after they bought a box filled with fake diamonds from men claiming to be refugees in need of money. The Police investigated the case and warned the public about scams with similar modus operandi. In the 1990s, traders also grappled to distinguish between high-quality jade and fakes mixed with colouring to deepen its colour, which consisted of a staggering proportion of more than half of those sold in the market.

Today, scams are more prevalent than ever. When purchasing high-value items, always buy from authorised retailers and enlist a professionalโ€™s assistance to verify the authenticity of the items before making payment. If it sounds too good to be true, it probably is.

Deputy Superintendent of Police (DSP) Jeremy Png is a Course Manager at the Police Training Command. As a course manager, DSP Jeremy trains and nurtures the next generation of police officers and leaders, imparting them with the essential skills, knowledge, and values for them to succeed as competent officers.

In the little pockets of time DSP Jeremy has while on leave or on weekends, he dresses up as a clown to tell stories and perform magic tricks to children warded in the hospital to distract them from the hospital procedures and help them deal with the range of emotions they may experience. He also visits nursing homes to entertain and interact with the residents, helping to keep their spirits high.

โ€œI have always had a strong passion for helping people, especially the weak and the vulnerable. That is why I became a police officer in 1991 and why I decided to volunteer. There are people amongst us going through tough times and I hope my presence, even if momentarily, can help distract them from their pain, discomfort or problems.

There is one line within the Police Pledge which says, โ€˜we pledge to serve our community and our countryโ€™ and I think this line resonates with me. I am happy to be able to make small differences to the lives of others through volunteering, while continuing to make meaningful contributions to our country in my job as a police officer.โ€ ๐Ÿ˜Š

The SPF Band represented Singapore on a global stage at the Basel Tattoo in Switzerland. Being the only band from Asia in attendance this year, the SPF Combined Band, comprising the SPF Band, the Women Police Pipes and Drums as well as the Gurkha Contingent Pipes and Drums Platoon showcased Singaporean culture to the spectators of the Basel tattoo.

Titled the Tapestry of Temasek, the performance led by Director of Music SUPT Sulaiman Abdul Wahab features traditional elements and dances from Indian, Malay, Eurasian and Chinese cultures including a lion dance segment performed entirely by SPF officers. Promoting the Singaporean culture on a global stage, the performances spread across 2 weeks have been met with praise and standing ovations from local and foreign crowds.

The SPF Band also performed alongside musicians from across the world such as the Australian Army Band, the US Army Field Band and the Swiss Armed Forces Brass Band in combined segments that highlighted collaboration between countries from around the world.
