City of Fresno, California’s draft Housing Element has been found out of compliance by the California Department of Housing and Community Development (HCD) for the second time. The City must comply with housing laws and HCD’s direction to address housing needs. A compliant Housing Element is necessary to apply for and secure state funding for housing projects.

The City must properly implement community-identified policies and programs to meet the housing needs of all residents, and affirmatively further fair housing. One key program that should be prioritized is an inclusionary zoning ordinance. Which ensures affordable housing is built into new developments.
