Glad to see Sentosa Development Corporation engaging staff, including those from their island partners and contractors, at the Sentosa Resilience Day 2024, dedicated to promoting a culture of safety awareness and building a resilient workforce.

🎮 The event featured the WSH Council’s “Look. Think. Do” game console set, a digital console comprising seven different games designed to raise WSH awareness in a fun and interactive way. 🛠️ Participants also learnt more about causes and prevention of slips, trips and falls, and measures to prevent heat stress through an insightful workshop conducted by one of our Total WSH providers. We are working closely with Singapore Ministry of Manpower , Maritime and Port Authority of Singapore - MPA and key industry partners in developing the WSH Guidelines on Personal Flotation Devices – Life Jackets.

These Guidelines provide guidance on the selection of life jackets for different work environments and recommend good practices on their use and maintenance.

At today’s Singapore Safety@Sea Conference Opening Session, Minister of State for Transport, Mr Murali Pillai, spoke about bringing together the maritime community to enhance safety at sea. He urged everyone to submit their feedback on the draft WSH Guidelines on Personal Flotation Devices – Life Jackets, which features good practices on the use and maintenance of life jackets for different work environments.

Dr Kenneth Low, Chairman of the WSH Council (Marine Industries) Committee, spoke during the panel discussion on “All Hands on Deck for Our People’s Safety and Wellbeing”. Further to sharing the Committee’s key initiatives, he elaborated on their efforts towards building a culture of safety and health within the marine industries.

Amongst the activities being planned this week, participants attending the Harbour Craft and Pleasure Craft Safety Forums will also hear more about the draft WSH Guidelines, including the selection, inspection, use and maintenance of life jackets. Find out more about the Guidelines at:

In 2023, there were four workplace fatalities and 19 major injuries resulting from vehicular-related accidents (excluding work-related traffic accidents). Lack of a or inadequate Traffic Management Plan (TMP), non-compliance to the TMP, and negligence by the vehicle operator and/or co-workers are common causes of vehicular-related incidents in the workplace.

Landscape industry professionals who attended the WSH Landscape Safety Forum learnt about the latest regulatory developments and WSH best practices for their industry.

In his Opening Address, Mr Tang Tuck Weng, Assistant Chief Executive Officer of the Park and Lifestyle Cluster at NParks and Chairman of the WSH Council (Landscape) Sub-Committee, highlighted the critical role of the landscape industry in transforming Singapore into a “City In Nature”, a key pillar of the Singapore Green Plan 2030. He urged everyone to take collective responsibility to maintain WSH standards.

Through our engagements with Asia Pacific Breweries (APB) Singapore (part of the HEINEKEN company), we learnt that APB maintains a safe and healthy workplace for their employees, by empowering them to “Put Safety First” as their number one company behaviour.

Their employees and workers are empowered to speak up and report safety and environmental concerns, such as unsafe conditions and environmental incidents, through their real-time reporting system. Developed in-house, the system has a user-friendly interface accessible in over 100 languages. Using the data collected, APB analyses it to better understand WSH issues and to prevent and mitigate future incidents and accidents.

Thanks to this reporting system, APB is able to promptly follow up and resolve any incidents, assuring staff that their concerns are heard. From 2022 to 2023, they have reduced the time taken to address these concerns by 31.4%. In addition, the company also does mandatory safety training for all employees and rewards those whose contributions have made exceptional difference to health and safety in the workplace. Nominated by workers and assessed by their Management and Safety Committee, the winners are rewarded with gift incentives and recognised in APB’s quarterly townhalls. In their recent Climate Survey, 95% of APB’s employees have also indicated that they will take action should they spot a safety risk or an unsafe situation.

👏 The WSH Council encourages all companies to empower your workers to report unsafe conditions as doing so might save a life.

WSH Coordinator Refresher Training 30/07/2024

Calling all WSH Coordinators to attend the WSH Coordinator Refresher Training.

The Ministry of Manpower (MOM) requires WSH Coordinators in the Construction industry to attend the WSH Coordinator Refresher Training every two years. Doing so helps them build up their WSH capabilities to better manage workplace risks and hazards.

Similarly, WSH Coordinators from other industries are also encouraged to undergo the training. To date, more than 9,000 WSH Coordinators have already attended the course. At the REDAS WSH Leadership Forum 2024, Senior Minister of State Mr Zaqy Mohamad, WSH Council Chairman Mr Abu Bakar Mohd Nor, industry leaders and participants witnessed the Real Estate Developers’ Association of Singapore (REDAS) Management Committee pledge to adopt key recommendations from the WSH Guidelines for Procurement in the Construction Industry.

At least 14 private developers committed to adopt similar WSH enhancements in tender evaluation criteria, which MOM and BCA have mandated for public developers from April 2024.

During the Forum, SMS Zaqy recognised the pivotal role which developers play in fostering a culture of WSH excellence. Beyond procurement guidelines, he also called on developers to implement Design-for-Safety (DfS) processes to ensure that safety is integrated within the planning stages of projects. Over the past two months, a project group comprising professionals working in public, private, and Intermediate and Long-Term Care healthcare organisations has been hard at work, to look deeper into preventing Slips, Trips and Falls (STFs) in the healthcare industry. Tasked by the WSH Council (Healthcare) Committee to co-create solutions, the group has conducted ground observations and interviews to better understand STF scenarios in the industry.

Recently, a co-creation workshop was organised to brainstorm solutions to prevent STFs. Facilitated by the Centre for Healthcare Innovation (CHI)’s Kaizen Team and the Committee's Secretariat, the workshop was attended by stakeholders from the public healthcare institutions, private healthcare institutions, community hospitals and nursing homes, as well as union leaders from the Healthcare Services Employees’ Union (HSEU). Dr Eugene Soh, Chairman of the WSH Council (Healthcare) Committee and Ms K. Thanaletchimi, President of the National Trades Union Congress’ Central Committee and HSEU were also present to lend their views in addressing this safety hazard.

Through exploring and learning from each other’s perspectives, the session showcased collective ownership and efforts in fostering WSH excellence within the healthcare industry. The proposed solutions will be developed into recommendations for sharing with the industry.

Slips, trips and falls (STFs) can happen at any workplace. In 2023, three workers died and more than 6,000 workers were injured due to STF accidents, accounting for more than 25% of all workplace injuries in Singapore.

Slips can happen when walking on slopes or surfaces where there is too little friction between footwear and the floor; for example, when stepping on a wet or oily surface. Trips occur when one’s foot collides with an object while walking on uneven ground, or due to a misstep while on stairs or steps.

The Ministry of Manpower is conducting inspections targeting STF hazards in multiple sectors including the construction, manufacturing, transport and storage, marine, and services sectors. At the Jurong Island Vision Zero (JIVZ) Cluster’s learning journey to Singapore Refining Company Pte. Ltd. (SRC), Er. Lucas Ng, Chairman of the JIVZ Workgroup, emphasised the importance of companies coming together to learn and share industry best practices to build up WSH capabilities and knowledge to prevent incidents.

The learning journey, which included a tour of SRC’s facilities, covered the company’s human performance journey and contractor management to drive WSH ownership. SRC also shared with participants ways in which they raised their workers’ awareness about using high-pressure water jets safely, and risks related to falling hazards during scaffold dismantling.
