Public Invited to Open House to Learn About
Findings from Phase I Feasibility Study
The Downtown Deck Plaza Foundation and the City of El Paso invite the public to an open house community meeting to learn about the findings of the Phase I Feasibility Study for the Deck Plaza over I-10 in the Downtown Corridor.
The goal of the study is to explore the feasibility of creating a space that reflects El Paso’s rich heritage and culture, reconnects adjacent neighborhoods to enhance livability, provides economic opportunity, and facilitates a shared sense of community for the binational region. The study is funded through a federal transportation grant awarded to the City of El Paso, which has not made any determinations related to next steps, and matching funds from the Downtown Deck Plaza Foundation in the Paso del Norte Community Foundation.
The open house meeting is scheduled for 5:30 p.m. on Tuesday, July 30, at the Center for Civic Engagement on the 17th floor of the Blue Flame Building, at 304 Texas.
Planners from Stantec will be on hand to review the renderings and cost estimates for the proposed deck plaza developed based on input from community members and stakeholders through a series of public meetings held from February to April last year.

El Pasoans and visitors will soon be enjoying an improved pedestrian and biking experience thanks to the Magoffin Shared Use Pathway project. This investment is part of a $1.657 million plan to install a shared use path along Magoffin Avenue from San Antonio Avenue to Cotton Street, in a manner that is more conducive to walking and biking.
In order to create the shared use path, construction crews will convert this existing three-lane street into a two-lane street, which will allow for the installation of a parkway with landscaping, trees, ADA ramps, and decorative street safety lighting, while also maintaining parking on both sides of the street.
We will also be making pedestrian signal improvements at the intersection of Magoffin Ave. & Cotton St. in order to enhance the safety of pedestrians, who will be crossing the street at this location.
All of this combined, provides not only motorists with an area to operate their vehicles, but it also provides the public with a safe buffered trail that will be suitable for walking, jogging or biking. The buffered trail will be between the trail and the roadway, which provides a barrier between bicyclists and motorists, which increases the safety of the path for its users.
The shared use pathway project will give pedestrians and bicyclists a more direct route to access the Paso Del Norte Trail. The Paso del Norte trail system has been under development for several years, and is part of a larger community effort seeking to connect neighborhoods from West El Paso to the Mission Valley by linking more than 60-miles in trails.
The City of El Paso is developing a Safe Routes to School Action Plan that will address school zone safety and promote walking and bicycling to school.
This action plan aims to provide clear and implementable direction on:
• Creating a safe, connected, and comfortable infrastructure network for children to walk and bike themselves to school
• Prioritize areas that are at risk, underrepresented, and highly utilized
• Provide a clear and implementable pathway for future improvements
• Effectively reduce vehicle speeds through design and enforcement

The City of El Paso is hosting a groundbreaking ceremony for the El Paso Fire Department Special Operations Division Station, which will be constructed in Downtown El Paso.
This new state-of-the-art public safety facility, funded by the 2019 Public Safety Bond Program, will consolidate Fire Stations 1, 9, and 11 to better service the Downtown area through additional fire protection and enhanced emergency response times.
The station amenities include the following:
• The construction of a 27,000-square feet facility
• Ten apparatus bays for emergency vehicles
• A two-story living and sleeping quarters section
• A fitness facility and meeting areas
• Food preparation and service area with space for storage
• Restrooms with showers
• A dispatch office with room for equipment storage
• A decontamination shower and industrial laundry facilities.
This project, with an approximate budget of $23 million, is part of the City of El Paso’s commitment to maintaining its standing as one of the nation’s safest cities.

The Capital Improvement Department teamed up with Animal Services, in order to help out with pets that are in urgent need of help in Ruidoso by bringing in pet supplies that were generously donated by staff in our department. These supplies will make a big difference for pets that were affected by the Ruidoso fires.
There is still time for you to make a donation, bring your pet supply donations by today at 5 pm to the main El Paso Animal Services center at 📍5001 Fred Wilson, where they’ll be picked up and transported to Ruidoso and surrounding areas by rescue partners.

With wildfires rapidly spreading through New Mexico, Friends of El Paso Animal Services is teaming up with local animal rescue organization, Santa Teresa New Mexico Lost and Found to collect pet supplies for families affected by the fires. Through Friday, June 21, pet supply donations can be dropped off at the main El Paso Animal Services center at 📍5001 Fred Wilson, where they’ll be picked up and transported to Ruidoso and surrounding areas by rescue partners.

The City of El Paso’s Capital Improvement Department invites the community to the Final Design Community Meeting for The Beast Urban Park Phase II.
The public will be able to review and talk with staff about the final design for the park’s second phase, which will begin construction in early 2025.
The second phase of the $7 million enhancement to this existing park, will include the following services and amenities:
• Four baseball fields with shaded bleachers
• Two sand volleyball courts, two handball courts and six pickle ball courts
• Two basketball courts and a futsal court
• Two new pavilion shelters, and a food court area
• An enlarged restroom building with tool storage room
• Parking area, and the installation of landscaping and irrigation systems
The first phase of The Beast Urban Park, which is already complete, included the construction of a recreation facility with an indoor 50-meter pool, a new water park and a surfing machine.
When complete, The Beast Urban Park will be approximately twice as big as Eastwood (Album) Park. Development of The Beast Urban Park is part of the City’s commitment to enhance El Paso’s quality of life through the creation of recreational, cultural and educational environments.
