The College joins SG Courts to offer our heartiest congratulations to Deputy Chair of our Board of Governors, Justice See Kee Oon, on his appointment as Judge of the Appellate Division, and our Governor, Judicial Commissioner Yihan Goh, on his appointment as Judge of the High Court of Singapore.

The College was honoured to host President of the Judicial Research and Training Institute (JRTI) of the Supreme Court of Korea, Kim Yongbin, and Professors Nam Junwoo and Ja Young Kim from the JRTI International Judicial Cooperation Center, who called on the College on 17 May 2023.

The College joins SG Courts in sharing the news of the extension of our College Governor, Justice Vincent Hoong, as Presiding Judge of the State Courts for a further period from 1 Apr 2023 to 11 Apr 2025. We congratulate His Honour on his re-appointment and continue to look to him for guidance as Governor.
We are pleased to share that the President has extended the appointment of Justice Vincent Hoong Seng Lei as Presiding Judge of the State Courts till 11 Apr 2025.
Justice Hoong oversaw a wide range of initiatives under his tenure which have served to enhance access to justice in different ways. These include the operationalisation of the specialist Protection from Harassment Court, educating the public on the criminal processes through publication of the Guidebook for Accused-in-Person in vernacular languages, as well as revamping the civil litigation processes (attendant upon the coming into force of the Rules of Court 2021).

The College is pleased to present yet another collaboration with Singapore Academy of Law's Academy Publishing. This latest intellectual effort features incisive commentaries on the Rules of Court 2021 in a quick reference format by a select group of contributing editors, most of whom did work involving this new set of civil procedural rules before they came into effect on 1 April 2021.
Undertaking the roles of Editor-in-Chief and General Editor of this handy court companion for the Bench and practitioners are Justice Chua Lee Ming and Judge Paul Quan, who lent first-hand knowledge of and experience with these rules during their terms in the Civil Justice Commission and subsequently in the Rules of Court Implementation Team.

The College is pleased to announce its bench series in collaboration with Singapore Academy of Law's Academy Publishing. Justice See Kee Oon, Judge-in-charge of the High Court (General Division) and Deputy Chair of its Board of Governors, authored the first title of the series, which may well be the first attempt to examine important aspects of judicial decision-making, reasoning and fact-finding from the lens of a serving judge: https://store.lawnet.com/fact-finding-and-reality-a-judicial-decision-making-primer.html
The discussion links to how judges evaluate evidence and assess the credibility of witnesses, distilling and synthesising established theories from a corpus of literature on the subject and contextualising them using Singapore cases.
In his foreword, the Chief Justice commends this book as essential reading to all judges in Singapore, particularly those newly appointed to the bench.

The Singapore Judicial College joins SG Courts in paying tribute to Justice Andrew Phang, who is also the Chair of the College's Board of Governors. Justice Phang has been a stalwart of the College and we owe a tremendous debt to His Honour for guiding the College to where it is today.
The Honourable the Chief Justice Sundaresh Menon convened a Valedictory Reference on 28 Nov 2022 in honour of Justice Andrew Phang as a tribute to his contributions to the Bench and to mark his retirement. Justice Andrew Phang Boon Leong will retire as Justice of the Court of Appeal with effect from 15 Dec after 18 years of distinguished service in the Judiciary.
